New city council members, a police chief, and a new police officer were sworn Monday at the city council's first meeting of the New Year.

Officer Jim Smith has become the Chief of Police.

New council members Vicky Lawrence, Robin Bensen, Barb Desh, and returning councilman D. C. Orr recited the oath.

Returning Mayor Doug Roll was sworn in earlier Monday in a private behind closed door event.

The council chamber was unusually packed for Monday night's meeting, perhaps expecting New Year's fireworks between Roll and councilman D.C. Orr, the two having been waging a letters to the editor battle in the local tabloids. If that was the case, the audience was disappointed.

Bill Bischoff was elected President of the Council over councilman Peggy Williams. Williams was nominated for the position, which traditionally goes to the councilman with the longest seniority, which would be Bischoff. Williams has the second longest seniority.

The council is: Bill Bischoff, a county employee, administrative assistant to the County Commissioners; Barb Desh, a bookkeeper for a business owned by County Commissioner and former Mayor Tony Berget; Robin Bensen, a county employee; D. C. Orr, a contractor; Vicky Lawrence, a piano teacher; and Peggy Williams, Chief Financial Officer for the parent company of KLCB and KTNY. Doug Roll, Mayor, owner of DP Automotive, automotive mechanic.

The council granted the skateboard group permission to place a new skateboard park at the location of the Spruce Street tennis courts. U Serve Libby, the tennis group, withdrew their objections to the plan. Part of the proposed plan is to include an outdoor basketball court between the tennis courts and the skateboard park.

The council agreed to give the Lincoln County Senior Citizens Center $500 toward replacement of the Senior Centers kitchen range.
